Dental Coalition Applauds Proposed Rule on Dental Tax Credits

Treasury Department Draft Rule Gives Parents and Children a Reason to Smile

Washington, D.C. – A national dental health coalition representing providers, consumers, and dental plans applauds Friday’s Treasury Department proposed rule clarifying the inclusion of subsidies for pediatric dental benefits purchased in the Marketplaces as part of tax credits for all families. Dental benefits are essential to maintaining good oral and overall health, and the coalition hails the proposal as a victory for the nation’s children.

The coalition includes:

  • Children’s Dental Health Project
  • Delta Dental Plans Association
  • National Association of Dental Plans

Working with Sen. Debbie Stabenow (D-Michigan), the coalition advocated for affordable coverage for pediatric dental benefits in the Marketplaces, and had urged the Treasury to equally apply Advanced Premium Tax Credits (APTC) under the Affordable Care Act (ACA) to pediatric dental benefits.

Over the last three years, the coalition found a substantial number of states did not have pediatric dental coverage within their medical benchmark plan and thus, a tax credit for the pediatric dental premium was not included in the overall subsidy calculation.

The Coalition praises the Treasury’s proposal to clarify the benchmark calculation to include pediatric dental regardless of whether the benefit is embedded in a medical policy or offered separately on the Marketplaces. The proposal assures APTC for all 10 of the Essential Health Benefits as intended in the ACA. The coalition encourages all interested stakeholders to support the proposed rule’s intent to provide equitable distribution of APTC by establishing state benchmarks that include pediatric dental coverage.
