This month,
NADP and the Delta Dental Plans Association (DDPA) released extensive
summaries of the Centers for Medicare and Medicaid Services (CMS)
Medicaid Managed Care Rule with specific information on impacts to
dental benefits and the states. The new summary document and presentation
were prepared by Michael Adelberg, formerly of Center for Consumer
Information and Insurance Oversight (CCIIO), and his team at FaegreBD
Consulting. In addition to the new resources linked above, NADP will
host a webinar with Michael to outline the rule and answer participant
questions.
The Medicaid Managed Care regulation—often
referred to as the ‘Mega Reg’ for its length and breadth—is the first
regulatory revision to Medicaid managed care since 2002 and includes
several provisions impacting dental benefits including dental loss
ratio, quality, rate-setting and network adequacy. The Mega Reg will
have far-reaching impacts for dental plans in both the public and
commercial markets, especially as state departments of insurance
continue to borrow and enact regulatory guidance from their state’s
Medicaid program.
