Brad Peak

Sun Life U.S.

Brad is assistant vice president of Dental and Vision Product and Strategy at Sun Life U.S. In his current role, Brad develops and implements the key strategic initiatives that drive sustainable revenue growth for Sun Life’s Dental and Vision businesses while supporting the company’s overall Voluntary and Group Benefits objectives. He serves on the board of the California Association of Dental Plans and serves on various committees of the National Association of Dental Plans.

Previously, Brad was Vice President, Products and Markets for Assurant Employee Benefits, where he researched, developed, and brought to market new products, enhancements, and services while increasing the competitiveness of the company’s Life, Disability, Supplemental Health, Dental, and Vision portfolio. In addition to his experience in the benefits industry, Brad has created innovative solutions for consumer financial services, client experience, international business, marketing, and advertising. Brad has two patents for financial services software.

Brad holds a Bachelor of Science in Advertising from the University of Illinois, and an Executive MBA from the University of Missouri Kansas City.

Paul Glassman

Dr. Paul Glassman

California Northstate University

Dr. Paul Glassman is a professor and associate dean for Research and Community Engagement at California Northstate University, a position he has held since 2019.

Before his work at Northstate University, Dr. Glassman served in various roles at the University of the Pacific Arthur A. Dugoni School of Dentistry, including professor and director of community oral health and director of the Pacific Center for Special Care.

Richard Jones

Guardian Life

As vice president for State Affairs for The Guardian Life Insurance Company of America, Richard Jones manages a multi-state legislative and regulatory agenda primarily in support of Guardian’s Group Benefits business unit. Prior to joining Guardian, he held executive positions at GE Capital, Mastercard and several global public relations consultancies.

In addition to serving on the NADP Foundation Board, Richard is a board member of the National Association of Dental Plans, the Association of California Life & Health Insurance Companies, the Utah Life & Health Guaranty Association, and the California Association of Dental Plans for which he also co-chairs the association’s Legislative and Regulatory Committee. He serves as chair of the American Council of Life Insurers Dental Working Group and is a member of the Board of Trustees of the Wooster School in Danbury, CT.

Richard holds a master's degree in journalism and a bachelor's degree in communications, both from Ohio University.

Theresa McConeghey

Distinguished NADP Alumnus

Theresa McConeghey is a retired executive from the Specialty Benefits Division of Principal®. She has 45 years of experience in the Life and Health industry working with employee benefits.

Throughout her career, Theresa has held leadership roles in Group Administration, Claims, Underwriting, Compliance and Product Development.  Prior to her retirement she was accountable for product management, product development and regulatory compliance associated with Principal Life’s Group Dental, Vision, Life, Disability, Accident and Critical Illness product lines.  Theresa also oversaw all Group product advocacy initiatives for Principal.  She was a member of the National Association of Dental Plan’s (NADP) health care reform taskforce throughout its lifespan. Theresa co-chaired NADP’s Commission on Advocacy Policy (CAP) and is a past chair of the NADP Board of Directors.    Theresa also served as Chair for ACLI’s Dental and Value Add Committees.

Outside of Principal®, Theresa serves as the Vice Chair of the MercyOne Central Iowa Hospital Board of Directors in Des Moines, IA.  She has also served as a committee chair and board member for the Red Cross of Iowa.

Amy Miller

BlueCross BlueShield of North Carolina

Amy Miller is the principal business operations advisor – Specialty Markets at BlueCross BlueShield of North Carolina, providing oversight and coordination of departmental strategic planning, business and workforce plan development, business relationship management, reporting, data and/or budget analysis and special projects as assigned. Amy’s focus is dental and vision.

Prior to joining Blue Cross North Carolina in early 2024, Amy held the dental product sales director position at BlueCross BlueShield of South Carolina. Prior to that she held dental and behavioral health network management positions at BlueCross BlueShield of Tennessee for 15 years.  She currently serves on the Board of Directors of the National Association of Dental Plans (Secretary). She also serves on the Prisma Health Cancer Institute Foundation Board of Directors in Columbia, SC.

Amy earned a bachelor’s degree in organizational management, magna cum laude from Bryan College, Dayton, TN and holds a Yellow Belt designation with Six Sigma and Lean Processing. Amy also holds life and health producer licenses in North Carolina, South Carolina and Tennessee.

Fotinos Panagakos headshot

Dr. Fotinos Panagakos

Pacific Northwest University of Health Sciences School of Dental Medicine

Dr. Fotinos Panagakos is the founding dean at Pacific Northwest University, School of Dental Medicine. He has co-authored more than 90 peer-reviewed scientific research articles and served as the co-editor of three dental science textbooks. His interests include the role of inflammation in oral and overall health, the impact of nutrition on oral health and wellness, and the role improved oral health has on the overall wellness of rural and underserved communities.

Dr. Panagakos professional contributions include 13 years in the New Jersey National Guard where he obtained the rank of major, 12 years as a full time faculty member at the New Jersey Dental School, in a number of administrative and academic positions, while maintaining a private dental practice, 12 years in multiple roles focused on research and clinical affairs at Colgate-Palmolive Company, a year at Geistlich Pharma, four years at the West Virginia University School of Dentistry, where he served as associate dean for research and interim dean focused on the post doctorate program.

Dr. Panagakos received his DMD from UMDNJ-New Jersey Dental School (now Rutgers University School of Dental Medicine), his PhD in Biochemistry and Molecular Biology from UMDNJ-Graduate School of Biomedical Sciences (now the Rutgers University Graduate School of Biomedical Sciences),  and Master’s in Education from Seton Hall University and a Master’s in Business Administration from Lehigh University.

Jaci Strube

Principal Financial Group

Jaci Strube, who lives in Des Moines, Iowa, is the director of workplace benefits advocacy at Principal Financial Group. She has nearly 17 years of industry experience at Principal, including claims, operations, and project management roles. Jaci serves on NADP's Commission on Advocacy and Policy, is the vice chair of the Government Relations Workgroup, and is a past chair of the Advocacy Workgroup. She is also active on the Future of Dental Task Force.

In addition to NADP, Jaci is very involved with the California Association of Dental Plans, sitting on its board of directors and the Legislative and Regulatory Committee. In her work with the American Council of Life Insurers, she was chosen to be part of the 2025 Rising Leaders class and is a member of the Supplemental Benefits Committee, Disability Committee, Dental Working Group, and PFML subgroups.

An active member of the Des Moines community, Jaci was named to the Des Moines Business Record’s 40 Under 40 list. She has also been recognized as Principal’s Working Mother of the Year. Jaci served on the Cystic Fibrosis Foundation’s Iowa Chapter Board for 9 years. She also was the CFF’s National Advocacy Co-Chair for 4 years. Jaci is a graduate of the University of South Dakota with a Bachelor of Science in Media and Journalism.

Michael Adelberg

National Association of Dental Plans

In November 2022, Michael (Mike) Adelberg joined NADP as Executive Director. Adelberg comes to NADP after leading Faegre Drinker Consulting’s healthcare provider and plans practice in Washington, DC, where his practice was largely focused on insurance benefits, including dental benefits.

Before joining Faegre Drinker Consulting, Mike held several senior positions within the Centers for Medicare and Medicaid Services (CMS). Adelberg was responsible for establishing the Affordable Care Act policy for pediatric dental coverage and stand-alone dental plans. Before that, he oversaw Medicare Advantage plan contracting and market conduct, including supplemental dental benefits.

Adelberg holds a master’s degrees in Public Policy and Administration from Northern Illinois University, and History from Rutgers University. He’s authored or co-authored studies in leading journals such as Health Affairs, the American Journal of Managed Care, and Health Services Research, led or co-led four foundation projects, and has been quoted in leading media including the New York Times, Washington Post, and NPR.org.
