Following the adoption of the Transparency in Dental Benefits Contracting Model Act (“Model Act”) by the National Council of Insurance Legislators (NCOIL) in December 2020, NADP has seen the introduction of numerous dental network leasing bills in the states (Texas, Idaho, Utah, Kansas, South Dakota, etc). Unfortunately, several of these bills have deviated from the NCOIL Model Act on which NADP worked with the American Dental Association (ADA) for more than a year to secure language that was acceptable to the dental benefits industry. NADP is working with many of the bill’s sponsors to ensure consistency in language and to address unresolved concerns that were raise by the industry and presented to NCOIL Executive Committee. Many of these network leasing transparency bills address other issues on which NADP is advocating to such as down coding, use of virtual credit cards, and assignment of benefits.
