The medical
maximum out-of-pocket (MOOP) is indexed annually per the ACA, while the
dental MOOP was initiated within HHS regulations and is not tied to a
formula and therefore remains stagnant. DDPA has proposed a formula
which ties correlates any dental MOOP change to the dental services CPI
provided by the Bureau of Labor and Statistics with increases set at
increments of $25 per child.  

NADP’s
Commission on Advocacy Policy (CAP) discussed with Delta Dental Plans
Association’s (DDPA), proposal for an increase to the dental MOOP and
approved the concept. HHS will discuss this again with the dental
industry in the upcoming months, make changes, and likely to propose a
plan for increasing the dental MOOP within the next draft Letter to
Issuers or regulations.
