In a letter
to Center for Consumer Information and Insurance Oversight (CCIIO)
Director Kevin Counihan, NADP, Delta Dental Plans Association (DDPA) and
America’s Health Insurance Plans (AHIP) request CCIIO discontinue a
technical requirement related to adult dental benefits and fix an error
in plan preview that is mislabeling these policies for consumers.
As background,
CCIIO informed carriers in early October that dental policies on the
federal marketplaces not covering all three categories of service
(routine, basic and major) would not be displayed to consumers as
providing adult benefits. The error and mislabeling of these plans is
the result of a policy included previously in an FFM User Guide
on page 25. The letter recommends the policy should be removed from the
User Guide and any proposal to prescribe the adult dental benefit
should be discussed within proposed regulations for public consideration
and comment.
NADP will
continue to work with the coalition and CMS to correct this issue and
will keep members posted on future conversations in Dental Interact (DI).
