Last week, the Center for Consumer Information and Insurance Oversight (CIIO) released its Draft Letter to Issuers in the Federally-Facilitated Marketplaces (FFMs) for Plan Year 2018. Comments are due by Dec. 1.
Much of the letter will likely reinforce and elaborate on the proposed Notice of Benefit and Payment Parameters for 2018. After a more thorough review, we will post a summary in the Advocacy Open Forum on Dental Interact.
More broadly,
it’s unclear how CCIIO proposals and the Marketplaces will function
given the election of Donald Trump and Republican Congressional control,
and we’ll learn more about the direction of national health policy in
the coming months. On this point and in his summary of the draft Letter, Tim Jost of Health Affairs offers the following.
Given that
president-elect Donald Trump and the Republicans in control of both
houses of Congress are committed to repealing the Affordable Care Act
(ACA), the release of a draft letter two days after the election might
seem a bit whimsical. But until Congress actually acts, CMS has no
option but to proceed as though life will go on as normal.
As the comment
period is a very brief three weeks, we will work quickly with the
Exchange Policy Workgroup (EPW) and Commission on Advocacy Policy (CAP)
to review the proposals and draft comments from the industry.
