NADP has been tracking several pieces of legislation that create All-Payer Claims Databases (APCD) or add dental claims to existing APCDs. Texas HB 1907/SB 1135 was introduced this Spring, and Delaware SB 119 was introduced on April 27. The recent state activity may be due in part to Consolidated Appropriations Act passed by Congress last December. That legislation included $300 million in grant funding for states APCDs and established the State All-Payer Claims Databases Advisory Committee (SAPCDAC) that will advise the Secretary of Labor on the standardized reporting format for the voluntary reporting by group health plans to State All Payer Claims Databases and provide guidance the states on data collection. The SAPCDAC must submit a report that includes recommendations on the establishment of the format and guidance by June 25, 2021.
