In the South Carolina June Register
(PDF), the Department of Consumer Affairs (DCA) published a notice to
withdraw the proposed regulations on Discount Medical Plan Organizations
(DMPO). Back in April, NADP submitted comments
with concerns that a proposed requirement to notify DCA on a continual
basis of changes in representatives or marketers would be extremely
costly for both DMPOs and the Department.
We understand the Department will likely seek to revise the proposal in light of industry comments
and issue another proposed rule in January with public comment period.
In the meantime, the Department may also reach out to industry and
commenters like NADP, discount plans and the Consumer Health Alliance
(CHA) for input on the draft.
