On Feb 18, the NADP, Delta Dental Plans Association (DDPA),
DentaQuest, MetLife and United Concordia Dental represented the dental
industry in a meeting with Kevin Counihan, the Director and Marketplace
CEO at the Center for Consumer Information and Insurance Oversight
(CCIIO). Currently, Kevin oversees all the Exchanges, and related
regulations. The meeting allowed the dental industry to press for the
uncoupling of Qualified Health Plans (QHPs) and dental plans on the
individual Federally-facilitated Marketplaces. NADP was also able to press for better data reporting of separate dental policies, which the dental industry
heard separately was forthcoming. In return, CCIIO has requested the
industry consider consumer decision support tools. These tools would
assist consumers on the Exchange to narrow their benefit choices to make
easier decisions for a policy, which may better serve them. For
example, the consumer would answer questions about their dental health
and what specific type of coverage they are seeking at the beginning of
the Exchange process to narrow their selection. The Commission on
Advocacy Policy will be discussing this issue in more depth this winter.
