The Health and
Human Services Benefit and Payment Parameters (BPP) for Plan Year 2017
were submitted to the Office of Management and Budget (OMB) one month
ago and could be released for public review and comment very soon (the
rumor has the release as this Friday, but traditionally they have
released it the week of Thanksgiving). The BPP establish key standards
for health and dental insurers and Exchange Marketplaces each year.
Examples of policy provisions proposed in previous BPP include the
timeframe for pediatric coverage aging off, dental maximum out-of-pocket
(MOOP) levels, re-enrollment hierarches, machine-readable provider
directories and more. We expect there will be changes to several of
these examples as they pertain to dental. Rumor also has these BPP as
being more consumer focused as this is the last BPP to be released
through the President’s administration.
